Sr Programmer Analyst
GENERAL DESCRIPTION OR PURPOSE OF JOB:
Develop, create, and modify general computer web applications software or specialized programs. Analyze user needs and develop software solutions. Design software or customize software for client use with the aim of optimizing operational efficiency. May analyze and design databases within an application area, working individually or leading development as part of a team.
• Solve complex problems by conferring with systems analysts, engineers, programmers and others to design system and to obtain information on project limitations and capabilities, performance requirements and interfaces.
• Develop and direct software system testing and validation procedures, programming, and documentation.
• Analyze user needs and software requirements to determine feasibility of design within time and cost constraints.
• Will be responsible for delivering and maintaining frameworks, tools and standards to enable consistency in the environment, re-use and time to market of business functions.
• This person is expected to project manage and provide technical leadership on any team.
• Develop requirements, architecture, design and test plan documentation.
• Provide leadership and mentoring for other developers and contractors.
• Directly influence multiple teams within IT including Product Management, Project Management & Quality Assurance.
• Conduct research on emerging software, languages, and standards in support of procurement and development efforts.
MAJOR JOB ACCOUNTABILITIES/ESSENTIAL FUNCTIONS: List the major accountabilities/essential functions (outputs) in descending order of importance. Assign a priority to each accountability (A=high; B=normal; C=low) and estimate the percent of time spent producing each output. Most jobs can be described using 6 to 8 output statements.

1 Provide accurate and effective direction and technical expertise to systems programmers and other less experienced personnel. Directs, instructs and coaches assigned team members in order to meet project goals. Allocates and balances work assignments; reviews, evaluates, and reports project programs. Evaluates and reports the technical performance of assigned team members.
2 Leads or serves on IT ad hoc committees as assigned. This includes research, problem solving, information organization and documentation.
3 Demonstrates a commitment to Total Quality and the process of continuous improvement. Identifies and responds actively and with sensitivity to the needs of all customers and is open and responsive to change.
4 Responsible for heading and/or performing the following activities: Devises or modifies procedures and processes to solve complex problems considering computer equipment and limitations, operating time and form of desired results. Conduct software evaluations/assessment projects leading to make or buy recommendations.
5 Analyzes and revises system logic difficulties and prepares necessary documentation to assure accuracy and efficiency.
6 Designs, develops or modifies, tests and debugs complex programs based within system scope and objectives. Converts business problems to logical flow diagrams for coding into computer language.
7 Responsible for systems testing of programs and prepares necessary program documentation to ensure accuracy and efficiency.
8 Prepares test data including the creation of test files and diagnoses, resolves complex problems with existing applications systems, and evaluates and recommends purchase of new hardware and software to improve productivity.
9 Remains knowledgeable of current and new technology related to all aspects of information processing by researching technical materials, attending seminars, training classes and consulting with personnel from other industries.
10 Performs other related responsibilities, as assigned, to assist IT management on other activities as necessary. Provides support for application systems as needed, including on-call support that may be outside of normal work hours.

JOB REQUIREMENTS/SPECIFICATIONS:
1. BA/BS degree with an analytical discipline or 5+ years of experience directly related to professional software development.
2. Excellent written and oral communication skills with demonstrated ability to read, analyze and interpret business periodicals, professional journals, and instructional manuals. Ability to write reports and other varied business correspondence and present information effectively both written and oral.
3. Strong analytical ability to perform full range of system design and programming responsibilities utilizing state of the art concepts, techniques and languages.
4. Ability to define problems, collects data, establish facts and draw valid conclusions and effectively adapt to rapidly changing technology.
5. Knowledge of current information concerning programming, operating systems, hardware functions and hardware capabilities.
6. Knowledge of business management concepts, techniques and functions.
7. Expert knowledge of systems analysis/design, computer programming and job control languages. Strong coding experience required as well as object oriented programming.
8. Technical leadership skills particularly in Flex, Flash 7 & 8, Actionscript 2 & 3, Java.
9. Knowledge of digital photography, imaging or computer graphics a plus.
10. Knowledge of project management techniques and ability to lead small to medium sized projects. Also having the ability to accurately estimate project requirements into development hours.
11. Strong leadership capabilities, self motivated, pleasantly aggressive and realistically ambitious with high personal ethics.
12. Must be able to work independently as well as a member of a team, as well as work with confidential material and information.
